Is it legal to keep a deer as a pet in Pennsylvania?

I have scoured the net looking for info on this, but have had no luck. I want to keep one whitetail deer as a pet. Are there any permits that I need to get before I consider buying one from a breeder?Is it legal to keep a deer as a pet in Pennsylvania?
